attack speed reds, armor yellows, 10% flat CDR blues + quints and 2 armor quints, or atk speed reds, scaling health yellows, AP blues and armor quints
jungle path: im not up to date because my laptop keeps blue screening/factory reset and can't even download the patch, but i usually did red->wolves->blue->gank top/mid, or blue-wolves-red bot. probably better to do chickens instead for early ganks since more XP
full clear would be something like blue-gromp-wolves-birds-red-krugs, swap gromp and krugs if you're starting red

attack speed red makes it a lot easier to clear. sejuani does a lot of auto attacking for her clears, more mileage than you'll get out of magic pen as far as clear speed goes

Tricky to explain I think (I only have a few rune pages myself)
I think a lot of it has to do with early game DPS and clear speed. You don't really use Reds for AP, and I'm not sure that Mpen is all that useful against jungle monsters. (no effect if the monsters don't have magic resist to begin with)
AS Reds is kinda the best option to go for clear speed. (Pretty generic even for Tank champs)
