The problem with Tank Ekko is when you buff AP Ekko, it just inadvertently buffs Tank Ekko because his passive has such amazing AP scalings that he doesnt even need to build AP. Everything about Tank Ekko revolves around his passive and getting the 3 proc off and then running away at the speed of sound then repeat until they are dead.

The main problem is Ekko suffers from the "Unbalanceable syndrome" and in fact is the poster child of this syndrome

How does buffing a character's AP ratios increase the power of a build that gets no AP at all?

If he had amazing AP scalings, then he would need to build AP to utilize them. I think the term you're looking for is base damage. Ekko has high base damage and base healing.

He would still need to build AP, just not much. Pretty sure they removed the slow from his passive though.
