It instantly falls off after level 6 or a turret falls. I want to like Bard, but I feel like he has one less ability than every other champ once the game gets heated.

TLDR: Yes.
We've got some changes to Bard planned for 5.17. Those currently look like this:
Caretaker's Shrine (W) Cost :: 100 / 105 / 110 / 115 / 120 >>> 90
Magical Journey (E) Cooldown :: 20 / 19 / 18 / 17 / 16 >>> 18 / 17 / 16 / 15 / 14

You forgot its hidden passive:
"If Bard leaves three health shrines in the jungle before minions spawn, the jungler has a 90% chance if they are not a complete dick to be camping Bard's lane so hard Bard can roam wherever the fuck he wants because the adc got fed to hell."
Pretty balanced to me.
I feel that bard is okay the way he is right now. But those buffs sound nice. :) #KrepoApproves
What if the speed boost duration increased with rank? That way it has a good use outside of lane/healing. Something like 1 / 1.25 / 1.5 / 1.75 / 2?

I also like bard and would want to play him more, but honestly i think his Q is a little wacky the way a target is stunned, the hit box is so wide even when you're not standing behind anything or infront of a wall it latches on diagonally and that is so annoying, because you assume you're in the clear and then you get screwed.
Considering it's a heal that you don't need the support to be nearby to use, probably not.
Can we get a passive on the E that makes his W initial cast and/or loading faster? Leveling E atm feels awful since it gives so little, and you only do it after the laning phase is over anyway.
Each allied and/or enemy champion nearby reduces the time it takes for shrines to reach their full charge by 1 second and 0.5 seconds respectively.
4 allies = 4 seconds 5 enemies = 2.5 seconds = 6.5 seconds cut off the 10 second charge.
Shrines are now much more useful in team fights.
It pretty much falls off after level 1. It's the last ability you max since it's worthless.
The speed boost from it is still very strong, I always feel like its useful still late game. His passive is also amazing in team fights so it rounds him out pretty well.
