A buff that veigar needs after the "changes" (nerfs)
As anyone who isn't living under a rock knows, veigar was recently with some questionable compensation on the PBE. While i am upset about it, im not going to argue about it. What I do want to have happen though, is for Veigar's q to have its mana cost reduced.
With the PBE version trying to make veigar farm q even more than before (if that was even possible), it made his q a skill that could potentially make veigar useless. Due to its lower cooldown, you are encouraged to spam it, but with it being a skill shot now, you aren't "
teed" (if you were actually decent) ap from it anymore. This along with veigars current mana costs and how the currently, mages are struggling with mana problems, makes for veigar to be put between a rock and hard place.

Return mana back on minion kill with q, 25% of cost for 1, 50% for both

Change his passive to 2% missing mana + %ap
Either one of these would help with his current mana costs and reconcile what basically is a soft rework with his current style
