Titanic and Mallet?

Just curious, does the passive from Frozen Mallet apply to everyone hit by the cone from Titanic Hydra? Or is it only applied to the one main target actually being auto attacked?

Cause if those passives stack, and you can get enough gold, that might not be a bad set of items on someone who can effectively stack health and auto attacks a lot lol I just don't think it does, so I don't want to try it out and get stomped cause of it, so I thought I'd ask the boards to see if someone knew XP
