Change Azir's W Tooltip

From "His soldiers can attack even if he himself is not in autoattack range" to "His soldiers can attack even if he himself is not in autoattack range...kind of".

Either that or just make the range that he can command his soldiers to attack the same distance they disappear at. His Q range is fine but ffs its annoying seeing Azir run up to command his soldiers from 10 feet away. This would make him have a even higher skillcap to be played perfectly imo and I honestly can't see a reason why this would be bad.
