Does banning need to be improved

We all hate being in anygame and having a rq, afk etc but when its in rank games it should be more serious. I was looking at how the report system was working for rage quit, afk etc.; and if it has decreased the problem over the years.

It seems that it has decreased about 27% and although its working, its not working as well as it should be.

should the bans be increased and if so how?
