Why do Zyra's plants proc spell effects, but Heimerdinger's turrets don't?

This always puzzled me, and never made much sense to me, as they are both fairly similar in their purpose.

Thing with Heimer is that a lot of balance problems arise if his turrets can apply spell effects.

item 3116 All 3 turrets providing targeted and AoE slows to everything in range (including the beams.) Also helps them keep minions from overwhelming the turrets naturally. item 3145 First of all, does this apply to the turrets or Heimer? If only Heimer, you have the case where he now has SUPER sustain, gated only by how well he can keep turrets up. Some match ups vs Heimer are already hard due to him zoning without him being able to sustain easily. If it also applies to the turrets? LOL, they'd never die to minions. item 3165 'Nuff said. item 3151 %Current hp burn on already high damage turrets isn't pleasant for anyone.

And remember, all the above issues are magnified by his Ult Turret.

Heimer has literally no damage without his turrets, while zyra's plants are just a small part of her damage. I dont get why heimer cant have spell effects applied to his turrets, since he has no additional burst without them

It probably has something to do with heim being the least interactive champ in the game, and anything that buffs that playstyle is toxic.

Heimer's turrets are minions while Zyra's plants seem to be traps. Why that matters though I don't really know.
