I understand that Darius should be able to outdamage Garen in lane

Why is he allowed to have a larger cast radius and the able to outsustain garen as well?

Garen's sustain doesn't require him to land an ability. Darius has to hit you with the outside of the blade. If you Q in everytime he does this he will miss and you will out trade him

If you Q him he cast it before you reach him. It's not a channel.

You wait for him to activate his Q then you Q in. You will dodge it if you time it right. Also if you Q at him and he tries to Q you coming in the delay will most likely make him miss since you are running much faster than him.

Why would Darius Q for no reason? Darius is able to out pressure Garen in lane without Q. Garen is unable to farm if Darius freezes the lane and saves his Q for when ever Garen goes in.

He will not Q for no reason. He will Q to try and hit you with the blade, at which point you can run into the handle section, avoiding the blade. Even without your bonus movespeed, it's hard for Darius to react fast enough to reposition himself to land his Q on the blade.

Point is why waste mana on a Q when he can safely AA farm freezing the lane lowering the risking of GANKS. Any Darius that uses Q as an initiating attack is stupid. It's made to counter initiate.
