Could the summoner spell "Revive" be brought into this meta?

I just wanted to talk about the current possibilities of the "not so useful" summoner spells that were removed a few months ago, I completely understand why Clarity was removed from summoners rift, but Revive being removed from the game entirely!~ With the new masteries & ionian boots of lucidity, I personally think that the revival of revive (hahahahah pun) summoner spell could effectively reduce your death timer to near 0. "But, the feeders" they say, personally I think the summoner spell would be a nice edition to lane farmers such as singed, for example, Singed in common meta (from what I've played and noted) a person who can over-all be well countered in lane, and is about proxy farming. For this scenario, revive would be a go-to summoner, however I'm sure it can be used for other roles as well effectively, since getting kills is what can put your team behind, (etc. the new bounty system). However I'm merely posting this for outlooks on how the summoner spell would do in the current meta, mere imagination.

Been playing since Beta.... Revive has never had a positive influence. Evelynn Karthus op.

The issue is that it's a summoner spell that is completely abused by a very small number of champs and practically useless on everyone else.

The champs that can abuse it become so broken that they have to be gutted because they are so op. And when I say gutted I mean made completely unplayable. Eve was nerfed because of it and completely unplayable for over 3 years.

Karthus also received nerfs because he would suicide into the middle of the enemy team and then revive and tp back into the middle of the teamfight.

Then the summoner went completely unused because it wasn't good on anybody.

From a balancing perspective it is impossible to make it a good option without making it mandatory.
