Zilean counterplay????

Specifically as a solo laner. He has like 1oo damage off one bomb level one, which outdamages most solo laners other than maybe darius top. Which Zilean can easily kite, even level one. He has a basically free timebomb cooldown refund, which is practically point and click because timebombs projectile speed is less like .5 seconds to land at full range, which isn't really enough time for any human to respond to. On TOP OF having a stupid high damage ratio. He can level up whoever he wants to which is absolutely BUSTED (team mate fell a bit behind because hes shit, and don't want the enemy to have any sort of chance to snowball?? dw. use your passive! recovering a team mate from being behind takes actual work with ANY other champ, not just one single point and click ability). His ult has a longer up time than kayle's AND is a GA. And on top of that, if you managed to escape the point and click stun off of his practically impossible-to-miss- double q, he can chase you down with his movespeed buff and kill you anyways. Where is the counterplay? and don't just say "dodge his timebomb" because that isn't counterplay. Nobody can dodge every skillshot thrown at them, ESPECIALLY when it has no cooldown. Also, don't say "you have like 15 seconds to kill him if he misses his double bomb" because once again, that's just counting dodging every point and click skillshot as counterplay. It'd be easily dealt with if he had some sort of mana problems, but I just faced one than nonstop spammed e+q's and he NEVER had to leave lane due to mana issues. Dude never had less than 25% mana at any point of the game. Even Akali's w doesn't give a far enough dash to escape a timebomb unless you have Faker-level response time. So if even the busted bitch Akali cant counterplay him, what the fuck can?
