This "combo champ" thing is in my opinion a gimmick from Rito to get "friends more involved" with the game (same gimmick as dynamic que), and to sell two champs at once to people.
Someone in a boardroom said "We need a reason for friends to buy a champ and gift a highly synergistic champ to their friend!"
We honestly shouldnt encourage them to keep this up.
If it's champions who are already made and already have been cheapened up by newer realeases I don't see a problem. Also considering they added two new champions at the same time, this also means that we're gonna get two price reductions. I don't see a problem. They also took extra time before releasing anything new BECAUSE they made two new champions at the same time. So it's practically the same as if they made two separate champions in separate time frames, they just waited to release them together. Although it's kind of even better because usually we get a rework inbetween new champions, but this time we got two new champions before a rework has been added to the game.
