How to fix Statik Shiv

As we understand its mean't for wave clear, so I ask why is it so strong for damaging players?

Simple fix: Your next basic attack (on-hit) sparks lightning to up to 5 nearby units, dealing 60 - 160 (based on level) bonus magic damage, increased to 99 - 264 (based on level) against minions. dealing 40 - 120 (based on level) bonus magic damage, this effect is increased by 300% against minions (120 - 360 magic damage). Additionally, Statik Shiv would no longer be able to crit.

This change would make it an effective pushing item and get rid of it's effect of being a lethal poking item. The crit and the high damage was pushing it overboard, besides late game this item could 1-shot minions waves which is pure overkill when you consider the fact ADCs already build attack speed; frankly the crit not needed, bonus damage is enough.

this will shift things up for adc but I actually like it since wave clear is so high now. In its current state you can pretty much erase a cannon minion wave in 2-3 autos now late game. It also makes champions work to last hit. When I lane as an ADC now if I see them go BF to Zeal or just zeal first I know the first item they are going for is static and am forced to match them. It takes away any possible lead growth you can have in the lane from farm difference. I had a rare game yesterday where we both had to go static and I was about 40-50 cs up in lane over vayne but then she got static and it wasnt able to be grown any more since she can hit 1 and blow up half the minion wave.

The problem I have with this change though is why would I buy this over any of the other 3 zeal items now since it doesn't really do anything aside from team fights. I don't want ADC to get RFC and PD if they have a good wave clear ability like Cait or Sivir. Champions like vayne are going to go right to the dumpster again since her biggest weakness is wave clear.
