I build it on champs sometimes for fun but does anyone actually use it as a core item?

I'm not really sure who was it designed for. Both mages and ap assassins have better options.

I think evelynn uses it mostly for the movement speed buff rather than anything else.

Seems like it was designed for vlad tbh, but I hardly see him build it

It's a high risk high reward item for vlad.

Honestly it's not core on any champion. Just a "for fun" item.

Not very high risk honestly. Free move speed and AP to engage with ult, then E-W. You can't really kill him that way

Evelynn is the only one who builds it, not quite core, but in 90% of games as one of her last items. She's the only one that can stack it quickly and make use of its combination of stats.

i build it when i need to run away. or when i want to 1 shot people. or if i have 25 stacks on soul stealer. or if i want max ap. or if i just want to build it. or if i have celerity+water walking+phase rush+slightly magical boots of swiftness+ghost+skuttle crab shrine+3 more spell binders+a rabadon deathcap+a sivir ultimate+4 more movement speeds boosts while playing as janna.
