The last few new champions (except bard) have been a little too powerful in solo queue which have been shown because the patch after a champion is released usually has a nerf after that, specifically; the ones that deal damage. Tahm is in an ok spot, and so is Bard (just hard to play right) and they were when they released, no one picked bard because no one knew how to play bard right. Tahm is sometimes picked, but not really that often from what I have seen. The others (Azir and onwards) have been nerfed after release. They are made powerful enough to make the jump over the hill of learning the champion so they take almost no skill to get used to.

Every new kit Riot comes up with is overpowered and remains overpowered for up to one year, except for a very few that either Riot doesn't know how to break their kits like Bard and Tahm or they nerf their toxic kits and call it a rework like Veigar and Zilean. It's very obvious that it's their strategy and not just problems with balancing.
