When on earth would you ever go spectral sickle over the shoulder guards? Every time I have tried it on any champion you just gain absolutely no gold off of it, as most ad champions that go in the support role do not have much poke to get gold.
It feels like this item is entirely designed solely for Senna.
She is the only support I can imagine who wants AD stats and wants to poke the enemy alot during laning phase. We don't have alot of AD supports to begin with, actually, the only real "supports" (so champions which are designed and balanced around that role) are Senna and Pyke. And Pyke simply does not have the poke to procc it properly for income, so he takes the relic AD version instead.
