Why do people say Vlad's kit is toxic?

A lot of people on this website refer to Vlad's kit as a toxic one and view him as a very strong pick (at least, from what I've seen). I don't understand why, though. His early game is incredibly weak with his long cooldowns on Q and E. His primary strength lies in his mid game power spike and scaling incredibly well into late game; however, in regards to CC and mobility, he has almost nothing. His ultimate is obviously incredibly power for teamfights and he has good sustaining damage, but I don't see how his kit is toxic, especially because you can abuse his weak early game to make sure he falls behind. I'm not very experienced, though, so that's why I wanted to ask why people say these things.

Mostly because he can heal and do damage with the same spells and they are on low CDs, He can go invunerable aaaaaaaaaaand, He is one of the few remaining champions with basically no skillshots (unless you count his ulti)

He's a manaless ranged champion with built in sustain who is typically played in a lane of primarily melee champions. On top of that, it's currently a "tank meta" with tp flash being common toplane summoner spells. No ignite or morellos means he can get full healing during the entire laning phase. If you ever have the misfortune to blind pick maokai (no scaling mr) into a good vlad you will understand.

there is simply not much you can do to outplay an vlad. If you don't out stat him(hich is quite hard since vlad has massive numbers in his kit), you just can hope that he fails horribly and uses his W at fullhealth without even beeing lose enough to do damage...

All skills in his kit are 100% reliable, if you get into his range, you will eat 100% of his damage, and there is nothing you can do about it. All he has are ~6 levels in which he has a vulnerabillity window, but as soon as he has a bit cdr and Q on atleast rank 4, his cds are awfully short. There is no downtime in which you can attack him(unless he for whatever reason farms with the bloodpool), and you also can't really poke him down from afar with his massive free sustain, you can't even push him in as his E provides great waveclear and lasthitting under tower with Q+E is not that hard for vlad.

All you can do is abuse his low roaming potential and weak damage vs towers and try to snowball otherr lanes while he farms, or concentrate with your team on shutting him down consistantly, which usually takes more than just your jungler.

I think it's primarily due to the fact that his kit has its own source of sustain and mobile invulnerability, so his early game doesn't even have to be good, and okayish timing means ganks are fairly useless because he can just avoid everything. It's kinda like Nasus. He doesn't have to do well in early trades so long as he keeps farming and sustaining into his mid-late.

He's toxic because probably some of the blood he has drunk is infected with disease such as AIDS.
