Bard needs to be buffed so freaking hard!

His chimes need to spawn closer to his current position. Not some random spot on the map.

The risk/reward for him attempting to get chimes is to high at times. So chimes that somehow spawn on enemy side of the river are worth double.

His E so have a much higher speed reduction for enemy champs.

His W needs a lower cost/ higher heal at lower levels.

His Q need a damage reduction at lower levels but increase at higher.

His R is oddly fine. Although a speed up to the particle would be nice.

I think he's fine, personally. He can be quite strong if you play him well.

I think the key is to build full utility. I wouldn't bother with starting Spellthief, his range is so small and his Q is so easy to block with minions, it never seems to actually be worth it because poking with him consistently is so risky. I've been starting Ancient Coin with him, but you might be able to use Targon's. I usually try to build the sightstone the second I can, then boots of mobility, then talisman of ascension, then if I have the gold I try for twin shadows or some other utility item.

He never seems to get the gold to be tanky, nor does he really have the ability to tank well. And it's not worth building him AP either, because his scaling is horrible. However, he has 3 abilities with a LOT of potential if you use them right.
