Why do Rengar’s Regular and Empowered Abilities have Separate Cooldowns?

Rengar’s empowered abilities have separate cooldowns from his normal ones. I hate to moan about a champion but Rengar is fairly strong right now, maybe this is worth taking a look at?

As for why, I'm not sure. I know it's incredibly unique and interesting to play around.

What I don't understand is why his ability set has to cycle. To explain, they don't share cooldowns, so his ability set has to cycle to the next before you can use it. I can input buffer as much as I want to, but there's still a delay. It annoys the everliving fuck out of me.

His kit is designed around the expectation that you get one ability off of CD 0.5 seconds after getting 5 ferocity stacks. It's not that all the abilities reset, you just get to pick one of the three and then the others return to whatever their CD was before.

Rengar is very combo reliant, so if you take away his ability to chain ferocity (mainly his ferocity q into his regular q) then not only his damage, but his cc, utility, and usefulness in general are too hurt to warrant such a change.

doesn't rengar have one of the lowest win rates in the game or something? He's extremely feast or famine although when fed he nicely opens up your shop window every 60 seconds for free.
