Because they didn't. They knew exactly what they were doing. Making the game more fun for casual groups of friends at the expense of competitive integrity and solo players.

IMO, it isn't fair for the solo players we don't always want to have to make a pre made to enjoy a game.

why should they be in ranked and not normals. how can dynamic queue possibly be good for skill evaluation when you dont consistently play with the same people every time.

It's not good for skill evaluation, and it's not fair on solo players, but Riot doesn't care about any of that.

They just want people to get invested in playing ranked with friends. It's got the rank system to keep them addicted to grinding LP and then their friends to pull them back in when they start to get tired of it. This is all about keeping people playing league and spending money on RP. That's it.

They did...they are trying to fix it so they don't have to bring the soloq back...if they fail the whole community is gonna be like: "We told you so...free RP"
