What if Void Staff and Last Whisper only applied on bonus resistances?

And, of course, were given the buffs to compensate.

Good idea? Bad idea?

bad idea. it already reduces the gold value of opponent resists by a large amount and giving it a buff so that it was balanced while not affecting bases would make buying armor when an AD champ is fed a deceptively bad option.

Agreed.

However, Last Whisper could stand to be more expensive in its combine cost (total cost increased to 2700 from 2300), making the item less cost-efficient against base Armor alone.

The problem with Void Staff is more in the fact how MR values are generally lower than Armor values, due to the (supposedly?) more burst-focused nature of magic damage, and the fact that mages have no-brain-required easy access to additional magic penetration in Sorcerer's shoes.

It wouldn't change anything aside from making building resist even MORE of a trap option.

Percentile penetration on items is, in general, just a terrible idea. It would be FAR easier to balance defensive values if it didn't exist.

Because if you want to be able to meaningfully damage tanks, you should be doing true damage to squishies?

The better idea is to just nerf the damn things.

Penetration just needs to be outright removed, as it can't be balanced in such a way that can prevent abuse. (Spellpen reds, sorcery shoes, Lissandy, voidstaff = true damage spells on squishies, and massively.increased to tanks.)

Reduction is fine, as it serves the unique role of increasing TEAM'S damage.

The problem with penetration is that it's a direct counter to a direct counter, with no counter of its own.

If your team has 4 out of 5 champions dealing physical damage, then Rammus shouldn't be punished for building thornmail and Sunfire Cape. You should have picked more magic damage champions.
