Timer for remaining Rift usage.

I noticed the timer on the eye of the herald could be improved by providing a text-based timer for when the eye will expire when equipped. This will help prevent last-minute usages, expiration of the buff, and help to group or unite players before its deployment. Currently, there is just a simple timer that when ctrl + right-clicked upon just relies to team-chat who has the buff, which is also seeable in TAB; but, there is no rely for when it is about to expire. If we can have the ability to rely camp spawns, baron arrival, and dismissal of the Herald... why not a way to share this info too!
