nelogis2 votesWe actually decided that in the last years annual Top laner and Jungler meeting. In return the Junglers let some Top laners be able to jungle and generally stay top side to counter gank the level 2 gank.
If your jungler isn't top side until the 5min mark please remind him that he is obligated to do so according to paragraph 3.2b in the jungle-top brocodex.
