Whats up with ADCs not building BOTRK when its appropiate?

I just don't understand why so many of them are so hellbent on sticking to their build despite the fact that the enemy team has low armor but high HP. Are they just not paying attention? Do they not see the value in % of health damage from their auto attacks?

Someone please explain.
