I outhealed a Soraka, so ya there's that.
Your ADC shouldn't be taking too much damage since alistar can disengage quite well if you don't want a fight. So yes, 30 HP is quite enough most of the time.
Soraka on the other hand has much better sustain but her ADC will also be taking much more damage since she can't just headbutt anyone away. Probably because she has only one horn, while alistar has 3.
It was. Healed multiple people, including minions, and kept getting it's cooldown lowered by nearby minion deaths. It was more group sustain than Alistar deserved.
The cooldown nerf from last patch I could understand. But the heal nerf just doesn't make sense. Ali's E heal was one of the weakest in the game (for allies), and all this will do is force people to level E first, thereby weakening Ali's peel/disengage.
Though if it is that troubling for someone like Alistar to have, then perhaps replace it with something else more balanced? That would take a lot of work but it would be better than the possibility of making a champ have a useless move, like perhaps when Kog'maw's Q was useless, so he never leveled it up.
He is supposed to shine at peeling/disengaging or getting that pseudo-malphite ult if you so choose.
Having him be a great healer isn't needed. The point is to make the part of the champion that isn't the identity a bit weaker instead of removing or nerfing the reason they are picked. It's shaving off excess power without hurting the core of the champion.
He could heal several people on a LOW cooldown since every time a minon died in lane it would go down in cd.
