Hey, one question regarding Hexetech Keys

I have 11 Hexetech Keys. They are not materials, they have been forged from 3 keys. I dont know what are they for?

I am not sure I understood your question. Anyway hextech keys are used to open hextech chests. You get chests by scoring an s on a champion (or if one of your premades got an s-, maximum one chest for every champion in a season. You have to own the champion to get a chest for it. Hextech keys are forged from hextech keys fragments, which you get randomly in client, more often the higher your honor level is. Once you have both a completed key and a chest you can open the chest to get rewards.

I got 33 times, hexetech key. Therefore, with forging with 3, I got 11 keys, which are now stated in lootery, down there, beneath everything, in the same line and next to the blue and orange esscence. Earlier, but has not appeared for some time, when I got 3 keys, there was a possibility to get one chest. But lately, I only get keys, and forging them, there are no chests, just one more key, which is a fruit from forging 3 keys. So I was wondering, what went wrong?

You are not getting chests because you're not taking anymore s with champions for the first time. To get other chests you have to choose a champion that you bought and on who the maximum score of the season is less than s and play him /her until you will manage to have a great game and get an s rating: You will be rewarded with a chest then.
