When I play Xerath...
My games go two different ways,
I do great, and my team does bad. I do bad, and my team does great.
Is it Xerath not good at carrying? All he offers is kill secure and long range poke, so does he need something else?

Hes a siege mage, he excels at poking people from a distance, you're main job is to soften the enemy up while they're trying to defend towers. You can easily pick up kills with practice and patience, but unless you're really good with him hes not like a LB where you combo for a free kill every 3-6 seconds.

So he doesn't need anything else? He reminds me of Lux, an artillery mage, except Lux has more team presence in my opinion.

Yeah, he doesnt really need a lot. He has a lot of map presence, if you coordinate well with your team, you can gank the lane with your ulti from scuttlers and set them up for a kill. You're able to do damage, but you're more of a behind the scenes game winner vs the MVP.
If Xerath gets ahead (aka 3+ kills in lane phase) you should rush
and
ignoring both T2 boots and upper tier mana item (just take the first upgrade) and try to use your ultimate (or TP, I use it quite constantly on Xerath) to win other lanes and/or force TFs.
Right after this build CDR and focus on siege towers.
play him at high gold plus... he is very helpful but cant carry...
