Greater Dodge Leniency for Normals

We all know dodging in a ranked match isn't cool, and I understand having a punishment system in place for that sort of thing. However, for normals too? Normals are intended for practice and for casual players like me (I play a little ranked but I honestly don't enjoy it that much, people way too toxic). Why should you have to play with people you may not want to play with, or a role that you're not good at in normals? I don't know, it just seems silly since normals are naturally intended for more casual playing, yet Riot treats them like they're sacred. You even get a slap on the wrist for dodging AI games, which is even sillier if you ask me. Maybe there shouldn't be a scaling timer for the ban from queue? Or an option in champ select to dodge or to vote as a team on the dodge? There's team builder, of course, but usually I don't want to wait 20 minutes to get into a game that's probably matched super disproportionately against me if I play a champion it knows I play often.
