Please hotfix-revert or disable Essence Reaver, it's completely broken.

So, yeah. Just got stomped by a Yi who build ER and was hardly targettable at all because it made his Q CD nonexistant. Yeah, I know, stomped by a Yi, git gud n00b and all that. But Yi is not the only toxic ER abuser, basically everyone who uses a mix of auto-attacks and abilities as their playstyle and uses their R as a standard part of their ability rotation is stupid to play against right now because their QWE CDs might as well not exist for 8 seconds after they press R.

Come to think of it, Riot has effectively brought URF to normal SR with this item. Please please please revert it with a hotfix and if that's not possible just outright disable it until this mess of an item can be sorted out, it's completely unfun to play against it.
