OK, so I know that Kled's R increases the "speed floor" of any champions moving in the direction of the draft.

As a result, speed boosts have no effect (unless it would take you to a speed higher than 950, in which case the Kled speed has no effect).

So, how does this interact with slows?

Is the movement speed SET at 950, or do slows just slightly reduce the effectivity of the haste?

Nami's ult will counter that Kled's ult. Any allied champion behind Kled are slowed. Based on that, other slows will affect Kled's allied champions... I think.
