Only 3 items give Ap + CDR , Banner of Command, WOTA and Nashor's Tooth without mana or mana regen. WOTA is good for Vlad , but that is about it , and Nashor's Tooth isn´t good on any of the manaless mages unless you are high and playing Kennen. To get 40 % CDR on these mages , most times you have to buy tank items and call it a day. However Manaless AD champíons can get to the 40% CDR cap no problem, why shouldn´t the mages ?

YumaS2Astral4 votesManaless mages have fewer viable CDR options as a downside to compensate the fact that they are, well... manaless. Because they are manaless, they do not have the same problems that most other mages have: being mana hungry.
Besides, most manaless mages do not really need CDR, because they are either energy reliant or DoT based mages, though it is still a welcome stat if you manage to get good options for it. One of the few exceptions is 
, he works extremely well with CDR and not having many viable CDR options for him is indeed a serious problem. However, I managed to compensate this by using 3 CDR per level quints and 3 CDR per level glyphs. Once I get a WotA and Ionian Boots, I reach 30% CDR by level 9. This allows me to compensate the lack of good CDR options on Vlad.

Kennen Akali and Rumble are the only ones left. Kennen and Akali are useing Energy, with the exception of Blue those Champions dont need CDR simply because they dont have the resources to use it. Rumble has the same problem.
OFC it's nice to get your Ults faster but w/e... I think you should be glad to be able to rush things like 
without worrying about Mana. ^^

It's a common misconception that is primary a mana item.
The thing is that AP CDR items are scarce even for mana mages. There is Morellonomicon, Athene's, Ionian boots and two highly situational 10% CDR items, that maybe 5 champions in the game will ever buy (not counting fucking devourer Xin Zhao).

Add to the list how hard it is to get CDR on mages that don't need extra mana regen, like those with enough sustain from dorans ring, or those that build roa and seraph.

and 20% CDR from runes on Akali works just fine for me. Maybe try using scaling CDR glyphs. They work wonders
