No, of course not. A 42% winrate with such a high number of 1.38% pick rate is clearly way too high. Azir is too strong and needs to be nerfed.
Riot has stated that they plan to do a mini rework to Azir to make him usable again. They just don't have the resources to do it right now and won't buff him because they want competitive play to be more diverse and he crowds up options when he is viable
