I've seen at least one Rioter (Meddler or Repertoir IIRC) acknowledge how broken this item is
40% constantly reapplying AOE slows are super fun and full of healthy counterplay

Anyway, Rylai's is fine. It's one of the few items that really helps against all the mobility creep in the game.
