This guy's actually got the folks on the Irelia mains subreddit buying that she's got a playtest-ready kit this early on.

With how early this is, either the leak is BS or this is just the very early stages of her abilities which will likely drastically change or even be replaced. Trying to test out ideas. See what works & doesn't work. Make improvements to the parts they like.
Seriously though, the rework was just announced & will likely be out in Spring of next year. It's way to early for this leak to reflect the final product. It's most likely just a load of BS by some loser desperate for cheap internet points.
There are current tests for Irelia rework running up. They are currently theory crafting ideas until they get a better idea what they want for Irelia. We just have on blabber posting what Riot has done so far, so I wouldn't really worry about it.

Tbh they already make a test kit for Voli that morello spoke about but they will rework his whole kit later on. This could be real since it's in a simple state but has some things that they might actually use like the ult that sounds pretty alright.
