Why is Vlad so bad right now?

He doesn't seem to be very viable. And I'm pretty sure he has one of the lower win rates. Vlad seems really cool and I'd even main him. Is there a reason he isn't in the meta? People always ask for buffs on random champs can Vlad get some help?

He's a Juggermage intended to be tanky and deal massive damage, but his current balance state makes him tanky or deal massive damage.
