Yes, his champions ARE horrendously overpowered because he never knows when to stop adding stuff onto them. I mean, why does Yasuo get double crit strike to go with his free-charging, auto-deploying passive shield, other than "because he's a samurai"? Why does Thresh get charging bonus damage on his autoattacks from his Death Sentence and why does Dark Passage (my personal pick for THE most overpowered ability in the ENTIRE GAME) also give an AoE shield other "because it'd be cool"? What Rob Liefield is to pouches, CertainlyT is to champion design- a hyperactive, overenthusiastic man-child hopped-up on red cordial who never steps back and thinks "maybe I should tone it back a little here?" and thinks "restraint" is for queers. He designs every champion like it has to be the strongest in the game to be any good, making them balance nightmares for the actual balance team. The fact that his name stands for "Certainly True Damage" really should tell you everything you need to know.
That said, OP's post is needlessly abusive and terribly hyperbolic. CertainlyT is still employed by Riot (even though I agree he probably shouldn't be if he's not going to rein himself in) because the champions he designs are INTERESTING. And they ARE usually fun to play, for the player playing them at least (albeit never for anyone playing against them). Some of them HAVE finally been brought to the level of "balanced"... well OK, none of his champs at all are balanced (Darius, Thresh, Kalista and Yasuo are still arguably OP or at least toxic in their play patterns, while Zyra has been so overnerfed that she might as well not exist) but at least they're not still in the same "100% pick or ban or auto-lose" state they were on release.
On the other hand, his work on the Mordekaiser rework was so retarded that I'm surprised he wasn't laughed out of the office when he proposed it. His heart was in the right place (designing a melee champion intended to be played in the botlane in place of the traditional AD carry was a good idea), but his execution was utterly clueless (why would you make that champion MORDEKAISER rather than designing a new champ from scratch to fill that role?!) and it only "works" because it's horrendously overpowered on a strictly numeric basis (if it wasn't, Morde'd be useless)- that stupid "1-shot anything with the 3rd hit of your Q" thing is utterly ridiculous, and while the Dragon ghost is a cute idea, it's the kind of stupid daydream concept that really shouldn't have been allowed past the "heh, wouldn't that be neat?" stage.
