Change FF for all 5 at 11 min, 4 of 5 at 14 min, and 3 of 5 at 20 min.

If the game is going to creep in snowball, might as well let the losing players leave the games they know they're not gonna win.

Also, the ability for 2 players to stop all 5 from quitting past 20 min is pretty outdated considering most solo queue stomps are done by 10-13 min in.

By that time, if you're losing hard, most of the people left in this community start whining, bitching and flat out giving up. I'm usually 1 of the 2 not wanting to quit, but even I'm starting to acknowledge it doesn't matter that you CAN come back because 9-10 times the other 3 players have 0 interest in trying that hard. This applies to Rank and Norms

This does matter and we shouldn't reward those people by making it easier. we should find a way to punish those who give up so easily

riot need to learn from dota. yes i agree alll surrender votes 15+ should be majority and yes i agree that we should not be kept in a game that one person out of 5 votes no to, if one player leaves they should be punished and the other 4 players should not have to be stuck into the game knowing they will get punished if they leave, also after a certine amount of time with an afk the rest of the player should be able to leave without a punishment

No. 3/5 at 20 would make you lose so many borderline games in low elo. You wouldn't climb for shit.

I do agree with the other posters: Copy Dota. Make it so that if one player leaves, that player will get punished, and the others will be free to do so without penalty. It's basically the same thing as opening except it doesn't trap you in the game. And opening isn't punishable btw.
