How to make tank items better
Tanks really have been hit hard lately as the ranged top laners become the meta and items like Randuin's, and Spirit Visage have been nerfed and ADC's have unavoidable damage late game that can't be built against. A big problem is a lot of tankier items' actives don't scale into late game.
Here's some fixes: (just ideas, post in the comments if you think there could be other/better changes)
Change the cost back to 3000 and increase the slow on it, or instead of increasing the slow have it also reduce attack speed a small increment
Increase the cost and give it a new passive: If there are more than 3 enemy champions nearby, increase your health regen per 5 equal to 15% of the burn damage to champions. (basically it kind of saps health from enemies in team fights. This passive would obviously be very valuable. It could also simply just be an enchantment to the Sunfire Cape that adds the passive. )
Change it back! Its dumb to lower the cost. Its not an early game item, so don't lower the cost as if it is. Change the health back to 1000 and make it a more valuable buy.
Add a % health scaling to the shield value. It would make it more than just a support item and would increase its value enough to make it a very viable pick. Possibly increase the cost a few 100. For example, the shield could shield for 50 + 10 per level + 1% of your champions current health
Change the passive regen to be over 6 seconds. small buff but is still valuable and brings a lot more types of champs back into play. Possibly add a level scaling to the health + mana restored (would make the most sense)
