Why in gold 3 am I playing with silver 4 players every few games?

These aren't 100% winrate smurfs either, I'm getting hit with people that are clearly in a low silver level of play. Some are fine with mechanics, but have no concept of the big picture, and others the opposite. I don't have any wild issues with people because of their rank (I don't play with a single friend that isn't silver 4 or lower...), but I wanna have a "fair" chance of winning ranked matches and someone an entire set of ranks below me feels rough. Surely there are enough gold players that a match can be cobbled together from gold 4 to 2 and find two teams to play each other. I'd feel better about taking my chances with someone that I at least know has gone through roughly as many promo matches and been able to play well enough to advance.

Usually it means either their MMR is high enough to play with Gold, or your's is lower than the average Gold.

Duo q'ing with someone a full division below you can mess your mmr up pretty bad. You also have a negative winrate, so your mmr wasn't great to start with. Your division might say gold 3, but you are probably closer to gold 4/silver 1 mmr. Also, at least one of those silvers was a 70% wr, so that was probably a smurf.
