give her more %hp true damage
The new damage outpaces the old against targets with 1000/1200/1333/1429/1500 max health (everyone at level 18). Minimum damage applies to anything with 667/800/889/952/1000 max hp, so it's pretty much a buff to her last hitting if she's trying to shove.

Also Vayne got a base AD nerf as well as an indirect nerf because BorK is nerfed.

not really, they reverted the AD nerf from last patch
