Vlad main since s2 - vlad ult's early level cdr needs buff

I'm a diamond Vladimir main who has been playing Vladimir top since season 2.

Vladimir hasn't been on patch note for so long (except for some bug patches -those bugs are reoccuring after 5.1 patch - and non-balance related ones) that his current state is impossible to fit into recent meta where players no longer farm and hug turret until 30 minute.

Consider these non-utility, damage focused ultimates (similar to vladimir's) of champions that comes up top lane frequently and their level 1 cooldown:

EVERY SINGLE ULT has STRONGER DMG AND LOWER COOLDOWN

Most of these ults also have some added utility which vladimir doesn't have. I Agree that Vladimir ult is very good for teamfights, because it also boosts teammates' damage. However, level 1 ults are not really meant for teamfight, but for lane phase which Hemoplague's bonus damage means little. It is understandable that Vladimir's early game burst should be weak, because he is late game beast. Yet, because of such high cooldown time on level 1 ultimate, after trading ultimate, no matter how well Vladimir player outplayed the opponent and wins trade or even get a kill, he has to play extremely passive for 30~60 seconds because enemy laner's ultimate goes off cooldown always first. This not only let opponent snowball on Vladimir if he makes a mistake, but also punishes good plays by Vladimir player since he is not rewarded for his good usage of ultimate, but rather get forced to play passively. I noticed Garen's ultimate's early level cooldown time just got buffed in PBE, which had similar problem as Vladimir's ultimate. So why not Vlad's ult too?

Buffing vlad is like playing with fire. He is sourless sustained neturally tanky and the troll pool. They can't straight buff vlad he would be the new ryze

I think Riot wants to keep vlad on the weak side of viability.

Vlad is one of the most toxic, low counterplay champs to play against when he gets ahead/farmed.

Once vlad is level 7 you can't fight him unless you 100% know that you can kill him. Even if you take away 90% of his HP and only lose half of yours in a trade, he will be back to 100% hp in 30 seconds and then you are forced to go back or else die to him when he has ult. Vlad is supposed to be weak in the laning phase, but the nature of his kit punishes any sort of trade with him and only leaves room for 2 options. Either you back off and let him farm without harassing (exactly what he wants), or you have to 100-0 him in a trade. Very polarizing lane to play against that Riot doesn't really want to see this take over soloQ/LCS.

As for being back to 100% hp not really. About 50 percent? yeah, that makes a lot more sense :P As a vlad player who goes mid.

Uh, did you count his ult's amplification too? The Wiki indicates it amplifies itself, so it's not quite as low as it looks.

Plus, Vlad's kit is pretty toxic. He's not OP, but his kit is a big problem because he has unlimited sustain that also deals damage, without even buying a single item. Once he gets Hextech Revolver, you cannot push him out of lane unless you can burst him down to zero in one swoop... something which becomes more and more difficult the more items he gets.

vlads ultimate is already incredibly strong. He needs a significant down time on it so that he doesn't have face roll safe laning. If you get an early kill you should be able to harass any laner you go up against and force them into tower. (Hex tech so strong) his ultimate makes him extremely hard to gank, you just ult eqw and your likely to get a double kill or at least punish the gank. Vlad is always dangerous (resourceless, infinite sustain) and keeping his ultimate on a high cd helps to give him a period of weakness.

I think vlad is in a good spot as is. It is okay that he can't trade ult for ult all the time.

Like said above, RIOT has said that they want him to be weak because when he does get ahead he is one of if not the most oppressing champions in the game. You cant trade when he's ahead and you cant sit under tower because he scales INCREDEBLY well.
