He's definitely not garbage. He's pretty balanced and really annoying to play against in my opinion, but not too strong or too weak.
Actualy i dont know if you can win any toplane outcluding nasus as him
He is currently the best top in the game. He can 1v1 most tops and his team fight is also good. He heals everything he takes.
Like there is no reason not to pick him.
