As far as LCK is concerned, you seem to have an odd definition of "constantly".

EDIT: And if you're refering to the game the ROX Tigers play today: Smeb seems to be comfortable to use Quinn as somewhat of a counterpick for his top-lane match-ups (Fiora/Gnar), and she also fits his playstyle of being a strong splitpush / 1vs1 champion. After all, that guy was the first to bring Riven back into competitive last year, for exactly the same reasons. And he even got a penta on it, as well (iIrc).
