I dont know if its just me but certain champions literally can do both now. Isn't that why we changed Crit for adc's so they wouldnt be able to do burst and dps at some point? But for some reason when someone finished 
, they do both and with conq in the game burst now is in the form of true dmg.

but they didnt really do that, did they?
i mean on one hand they tuned down the burst from shiv + rapid fire + i.e. crits and pushed the build back to lategame dps again, so marksmen arent bursting with crit builds by midgame.
on the other hand they introduced an item with the specific purpose of replacing that frontloaded bust.
thats why i never understood why this item is even in this game.
