I don't know what to do

I'm stuck in silver, so far with no hope of ever escaping, and i don't know what to do anymore. I'm so frustrated as every time I start going a win streak I end up losing far more than there were in the win spree. I tend to beat my opponent in cs and mechanics /macro is, from what I've been told, is better than a silver level, yet I still can't rise in the ranks at all. I starting feel like there is no way out as this has happened to me for 3 years now I believe and I've end in s5 each time. Last time I was frustrated enough to ask for help/advice on here, I was told to keep playing as my stats look good as do my win rates on a couple of my champions but that hasn't worked for crap so far. At this rate I'm likely to just give up. I mean what's the point in playing and trying improve if I'm forever stuck in silver. Also, having a duo partner hasn't helped at all. For some reason, when I duo with someone I play like crap and end up useless but when I play solo I get screwed over with teammates being to stubborn to listen or I get a spot i can't play and end losing due to my lack of skill in that spot. Am I really as hopeless has I seem to be? Am I missing something that is holding me back? Should I give up on getting out of silver for once? Sorry.
