I'm fine with not being able to see what my opponents want to ban.....
But if they lock in a ban, can it be made so we can't pick it? I feel like that would prevent double-banning issues.

I don't see mirrored bans being an issue at all. Bans in solo queue have never had much strategy to them, they are simply used as "I don't want to have to fight this". With 5 bans per side you always have your one choice; even if an enemy picked that too, you still get what you wanted.
If players try to maximize the total bans (by banning X and hoping the other team bans Y), they will inadvertently not ban some of the FotM permabans, letting them through. This isn't a bad thing, this is a good thing. No champion should ever be 100% ban, because it feels extremely shitty to those that play it!
Its not an "issue". It was intended.
They don't s e dublicate bans as an issue. It's not an issue, plain and simple
