How about a late game niche item with huge expenses? It would give an ability certain modifications to have some extra use for them?
For example Ziggs(W) Aghanims Scepter: The jump from W is even higher.. empowering Q. During jump, Q now deals more damage to opponents based on missing health and has a longer range. So he does something similarly to a jump shot with a basketball except with a bomb

The whole upgrading your abilities through items shtick is already taken by Viktor.
It would be awesome, though it would be a pain to balance since even if not every champ could benefit from it, a lot of the 150 would. Still, there are ideas, and much like in Dota, a lot of them is for the ultimates. Here are some of mind.
Gragas R: Leaves a batch of beer in the exploded area for the next 5 seconds, grounding and slowing enemies who walk on it.
Shyvana R: Kills and assists gives 25 fury while in dragon form.
Ivern W: Brushes you make no longer denies vision for your team.
Draaaaaaaven R: Deals bonus damage to enemies who are hit from behind.
