Concept: Flat or Scaling Stat Runes

You know it would add some flavour if each stat rune had a option for a scaling stat or a flat stat. Do you favour having the benefits immediately or be patient and become powerful as the game goes on? I mean If the health rune was either Straight up 60 HP or 15 HP - 120 HP up to level 18. I would use that rune so much more often.

You undervalue flat stats, balanced options would look more like Adaptive Flat: 8, scale 1-20 Health Flat 30, scale 10-120

Is there even a champion that has less than 600 hp for any meaningful amount of time? Flat: 10 hp/10 sec, scaling: 0-40 hp/10 sec looks more like it Also, Riot hate uncounterable sustain options, so I doubt it will return in any form

No because it'd be optimal to go for one or the other, like how it was before when you could surpass flat ap at like level 4 or 5, so everyone took scaling.

It's just unnecessary to do. Also, we already have scaling effects and flat effects, like how Bone Plating is good early while Gathering Storm is good for 30+ minute games.
