I like the idea you guys have with Cleaver, but how about we take it a step further?

Make it absolutely idiotic to buy this thing along with item 3034 to prevent %Pen stacking abuse.

Idk, 15 AD might be too little to consider for fighters and juggernauts.

Might be, but at that point you would be considering it for the durability and resist shred for augmenting base damage rather than the raw AD.

I could see 30 AD/500 HP working as well, but really that should be the upper limit. Discouraging people from stacking Whisper with Cleaver strikes me as a good idea.

would be the exact right way to go about it

alternatively 25% BASE AD 100% HP regen 20% CDR 500 HP Unique passive: Rage movement speed Unique passive: Armor Shred

This would make it scale better late game for juggernauts and some fighters that it was intended for, whilst being absolutely shit for AD carries / Assassins

Well, you benefit from black cleaver when a teamate builds it so no. I think Black cleaver should give penetration not reduction. People rush black cleaver so it gives you plenty of individual power.
