Another Bard shrine QOL buff

No reason to go into greater detail than that picture.

1 light when it's 1/3 of the way charged, 2 when it's 2/3, 3 when it's fully charged and gives a full heal.

I use to think this was the case when he was released, but the lights just glow in a circular pattern.
